IRCC is inviting French speakers under Express Entry



November 15, 2024, IRCC invites French-speaking candidates as part of its program toward improving bilingualism and further diversity in Canada. During Express Entry round #324, IRCC released 800 French-speaking candidates for permanent residency.

The round focused on applicants was Francophone-specific and featured a cut-off of 478 CRS score. It was the highest score of its kind in that year, CRS reveals. Compared to the previous draw which occurred on October 10, 2024, the cut-off score rose by 34 points. The round had tied up on November 07, 2024, at 13:12:03 UTC.

Why are French-speaking candidates sought?

Outside Quebec, the Government of Canada is actively promoting French-speaking immigration and settlement in support of its vision of developing French-speaking communities across the country. IRCC's increased focus on French-speaking immigrants is part of its strategy to strengthen Canada's bilingual identity as it competes to meet the country's economic, social, and cultural needs. By 2024, the country had issued a total of 92,768 ITAs through Express Entry, including 22,200 French speakers. In this way, a great effort was made by ISS to attract qualified French speakers.

IRCC invites French-speaking candidates: why are French-speaking candidates considered?

What is a Francophone Express Entry?

Francophone Express Entry is the targeted immigration pathway within the Express Entry system of Canada to welcome skilled candidates who are French-speaking outside of Quebec. It is not a separate program, but it is constituted of certain draws by way of which IRCC invites those candidates with demonstrated proficiency in the French language.

Immigration, Refugee, and Citizenship Canada requires eligible candidates to fall under one of the three Express Entry programs: FSWP, FSTP, or CEC. The latter one would expect a good Comprehensive Ranking System score.

Native French speakers who have passed certain tests may also obtain other points, which could increase one's chances of an Invitation to Apply for permanent residence. Canada has been strengthening Francophone communities outside Quebec, as well as promoting bilingualism throughout Canada, and the initiative supports this by inviting applicants who contribute to the diversity and vitality of these communities through IRCC.
Is it hard to get CLB 5 in French?

It is generally fair to assume that those who have reached a basic or intermediate level of proficiency in French can normally achieve CLB 5. When at CLB 5, the candidate is expected to demonstrate the ability to understand and communicate simple ideas in both spoken and written French.

So, the ability will be needed in terms of practice of everyday vocabulary, grammar rules, and conversational skills. For example, referring to the score level equivalent of CLB 5, falling under a score range of moderate in listening at about 181-216 and in reading and writing and speaking at 151-180, 226-270 points on the TEF Canada or TCF Canada. Because IRCC invites candidates in different proficiency levels, CLB 5 more often forms a critical threshold to which candidates who want to meet the immigration language requirements are channeled.

One does not need fluency, but practice regularly and, more especially, prepare with language resources, tutoring, or immersion strategies may be sufficient to meet that demand.
